(A) At such time and place, or at such other time or place as the Council may adjourn to, the hearing shall be held, and the Council shall determine by resolution whether or not a nuisance exists and, if a nuisance is found, whether or not the property causes or permits said nuisance to occur. The Council may, as part of the hearing, inspect the property. The observations made at such inspection may be considered by the Council.
(B) At the hearing, an owner or other person having interest in the property shall have a right to be heard if such owner or person requests.
(C) At the conclusion of the hearing, the Council shall have the authority to order a culvert be laid under the driveway at or near the property line abutting the roadway, or such other appropriate action as is deemed necessary to alleviate the nuisance.
