It shall be a public nuisance for an owner to permit or suffer water from any channel, drainage ditch, or similar method of collected flow along a roadway abutting the owner’s property to be diverted, obstructed, or altered by way of a driveway, where as a result water flows, collects, or traverses upon a roadway and creates a hazard or inconvenience to the orderly movement of persons or traffic upon the roadway, or is likely to cause or has caused damage to the roadway.
