The following individuals shall enforce this chapter: the city enforcement officer, as designated by the City Council, or his or her designee, will have primary responsibility for the enforcement of the noise regulations contained in this chapter. Enforcement of this chapter shall be conducted pursuant to Chapter 11 of this code of ordinances and complaint policies in effect at the time. Nothing in this chapter shall prevent the city enforcement officer from obtaining voluntary compliance by way of warning, notice, or education.
