§ 51.45 PURPOSES AND DETERMINATION.
   (A)   As a result of the drought and the threat of continued drought, the ordinary demands and requirements of water consumers cannot not be satisfied without depleting the water supply of the city to the extent that there would be insufficient water for human consumption, sanitation, and fire protection.
   (B)   The City Council finds and determines that a water shortage emergency exists within the city’s water service area and likely will continue to exist for a period which is as yet unknown, but that from time to time there may be sufficient water in the reservoir from rainfall for temporary suspension of the water shortage conservation measures provided in this subchapter.
   (C)   The City Council finds that the city should be able to adopt regulations necessary to mitigate the water shortage emergency.
