If an existing water user modifies the manner in which he or she is utilizing his or her premises so as to increase what would otherwise be considered to be the number of connection units, thereon, he or she shall first apply to the city for a change of water service permit and shall pay an additional connection charge for each additional connection unit resulting from the change in service, if any.
