§ 36.14 HARBOR VESSEL CHRISTMAS DECORATIONS POLICY.
   The city does hereby approve and adopt the following rules and notices for lighted Christmas decorations to vessels in its harbor.
   (A)   Permanent moorage holders with any length vessel moored in the harbor may elect to be credited, and to incur no electricity charges for the last one-half of the month of December as consideration for the lighted decorating of their vessel.
   (B)   The city will absorb the charges for the electricity for the approximately two-week period by method of two meter readings during that month.
   (C)   Vessels must be adorned with lighted Christmas decorations to include, at minimum, lights surrounding the port, starboard, and fore and aft sections of the vessel, preferably placed on the deck railing or the hull well above the water line.
   (D)   Vessel decorations must be lit from dusk to midnight, or lit all hours of darkness, every day.
   (E)   The Public Works Director and Mayor, or the City Council will have jurisdiction on the proper utilization, placement, and safety of the decorations.
   (F)   The city may change or eliminate this policy at the discretion of the Public Works Director and Mayor, or City Council at any time.
