   (B)   (1)   The public contracting and purchasing ordinance states “the price of an item shall be inclusive of all necessary components to make the item functional.”
      (2)   This prohibits breaking a purchase into “component units” (such as, separating hoses from a power washer to get the price below the purchasing limit).
