(A) The City Council comprises the Contract Review Board for the city. It has determined the policies for the city’s public contracts and personal service agreements. Public contracts include any purchase, lease, or sale of real or personal property, public improvements, or services other than agreements exclusively for personal service.
(B) The city follows the Attorney General’s model public contract policies which include:
(1) O.R.S. Chapter 279A: general provisions;
(2) O.R.S. Chapter 279B: public procurements;
(3) O.R.S. Chapter 279C: public improvements;
(4) Division 46: provisions related to public contracting, being O.A.R. 137-046-0100 et seq.;
(5) Division 47: procurements for goods or services, being O.A.R. 137-047-000 et seq.;
(6) Division 48: consultant selection; architectural, engineering and land surveying services, and related services contracts, being O.A.R. 137-048-0100 et seq.;
(7) Division 49: provisions related to public contracts for construction services, being O.A.R. 137-049-0100 et seq.;
(8) O.A.R. 125, Division 246: provisions related to public contracting, being O.A.R. 125-246- 0100 et seq.;
(9) O.A.R. 125, Division 247: procurements of supplies and services, being O.A.R. 137-247- 0010 et seq.;
(10) O.A.R. 125, Division 248: consultant selection; architectural, engineering land surveying services, and related services contracts, being O.A.R. 125-248-0100 et seq.; and
(11) O.A.R. 125, Division 249: contracts for construction services, being O.A.R. 125-249-0100 et seq.
