Section 17.   MAYOR’S FUNCTIONS AT COUNCIL MEETINGS.
The mayor shall be chairman of the council and preside over its deliberations. He shall have a vote on ail questions before it. He shall have the authority to preserve order, enforce the rules of the council, and determine the order of business under the rules of the council.
