§ 91.01 PROHIBITING THE USE OF SIDEWALKS BY HORSES.
   (A)   No person shall ride or lead a horse, or drive a horse drawn vehicle, upon the sidewalks within the territory limits of the village.
   (B)   No person, riding or leading a horse, or driving a horse drawn vehicle, through the territory limits of the village shall disobey the instructions of any traffic control device or other ordinances of the village, unless at the time otherwise directed by a police officer.
   (C)   A person, riding or leading a horse, or driving a horse drawn vehicle, in the territorial limits of the village shall take necessary steps to ensure that the horse does not create noxious or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public, nor shall such person allow to be dropped or thrown upon any street or other property within the village any noxious, destructive or injurious material without immediately removing the same.
   (D)   No person shall be allowed to ride a horse or operate a horse drawn vehicle within the territorial limits of the village from sunset to sunrise, and at any other time when there are unfavorable weather conditions, or when there is not sufficient natural light to render discernable persons, horses, vehicles and substantial objects on the street a distance of 500 feet ahead.
   (E)   Nothing contained in this section shall be construed to prohibit the riding, leading of horses or operations of a horse drawn vehicle upon the streets of the village during parades, so long as the presence and participation of such horses are approved by the appropriate authority prior to the parade.
   (F)   No persons shall be allowed to tie a horse off at any area designated or reserved for the public parking of vehicles, or on or near any sidewalks, unless at the time otherwise directed by a police officer.
