The Commission may enter into contracts in the performance of its duties. Such contracts shall not be subject to approval by the Council if all amounts required to be paid by the City under such contracts are payable from funds provided for the Boulders Conference Center under the current annual budget. Any other contracts entered into by the Commission shall be subject to review and approval by the Council prior to becoming effective.
