The Commission may make rules governing the use by the public of the Boulders Conference Center. In the event of violation of its rules by any person, it may suspend for a reasonable period of time the right of such person to use the Boulders Conference Center. Said power of suspension may be delegated to supervisory employees of the Commission, subject to the right of appeal to the Commission pursuant to rules to be established by the Commission. All rules governing the use by the public of any facility shall be made readily available to the public. No rule made by the Commission shall be inconsistent with any State statute or regulation or with any provisions of this Code of Ordinances.
