The Commission may enter into contracts in the performance of its duties. Such contracts shall not be subject to approval by the Council if all amounts required to be paid by the City under such contracts are payable from funds provided for the Aquatic Recreation Center, any and all parks, athletic fields, tennis courts and other recreational facilities owned or controlled by the City.
