The Commission may make rules governing the use by the public of the Aquatic Recreation Center, and the use of all parks, athletic fields, tennis courts and other recreational facilities owned or controlled by the City. In the event of violation of its rules by any person, it may suspend for a reasonable period of time the right of such person to use the Aquatic Recreation Center, any and all parks, athletic fields, tennis courts and other recreational facilities. Said power of suspension may be delegated to supervisory employees of the Commission, subject to the right of appeal to the Commission pursuant to rules to be established by the Commission. All rules governing the use by the public of any facility shall be made readily available to the public. No rule made by the Commission shall be inconsistent with any State statute or regulation or with any provisions of this Code of Ordinances.
