In the event that any provision of this chapter is held to be invalid, illegal, unconstitutional or unenforceable under the laws of the State of Iowa or the United States of America, such defect shall not affect the validity of the remaining provisions of this chapter which can be given effect without the defective provision or of this chapter as a whole. To this end, the provisions of this chapter are declared severable.
