Vacancies in the Board shall be filled by appointment by the Mayor with the approval of the Council. Such appointees shall fill out the unexpired term for which the appointment is made. The removal of any member of the Board permanently from the City or by absence from six consecutive regular meetings of the Board, except in case of sickness or temporary absence from the City, without due explanation of absence, shall render such member’s office vacant.
