21.08 COUNCIL’S RETAINED POWERS.

Without limitation, the Council specifically retains the powers and duties as listed in Chapter 17, subsections 17.02 and 17.05 of this Code of Ordinances. In addition the Council:

1. Controls and directs the activities of the City Manager and City Clerk.

2. Makes, establishes, and approves the policies of the City.
