Activities that have exemption from the requirements of this chapter are:
1. Land disturbance activities under one acre in total.
2. Agricultural activities.
3. Silvicultural activities.
4. Single-family home activities such as landscaping, gardening or other minor land disturbance activities not otherwise prohibited.
