Every applicant for a right-of-way permit shall execute, as part of its permit application, an agreement to defend, indemnify, and hold harmless the City from any and all costs, expenses, or liability for damages or injuries to persons or property or liability of any kind whatsoever arising from or growing out of any obstruction, excavation, or restoration work within the rights-of-way by the applicant for which a permit is required pursuant to this chapter.
