The Building Inspector shall keep a duplicate copy of each permit issued as provided in this chapter corresponding to each original permit issued and shall provide a copy of each such permit to the City permit and development center for filing with the detailed plans and specifications as approved by City staff. Permits shall be regularly numbered in the order issued. Each permit shall contain the name of the person to whom it is issued, the location of the premises, the purpose of any excavation and the time at which work under it shall be commenced and completed. The permit shall not take effect until the time stated therein, nor shall any work be done under it until such time. The permit shall expire at the time stated thereon for completion unless an extension is granted in writing by the Building Inspector; provided, however, the obligation to restore the right-of-way and the obligation to provide and maintain insurance and bonds to the City in connection with such work shall remain in effect until restoration of the right-of-way is completed.
