141.21 INTERFERENCE WITH USE OF RIGHT-OF-WAY.

When working in public rights-of-way, permittees under this chapter shall not unreasonably interfere with the safety, health, and convenience of the public in the public’s use thereof for ordinary travel, nor shall they interfere with public safety or public health services provided by the City to its residents by means of the public rights-of-way.
