Nothing in this chapter shall be construed as an acquiescence in or ratification of the occupancy or use of any public right-of-way in the City by any person occupying the right-of-way without legal right, nor shall this chapter be construed as conferring the right to occupy or use any public right-of-way within the City upon any such person illegally or without authority occupying the right-of-way.
