141.19 EXISTING FRANCHISES.

If a conflict of language occurs between the provisions of this chapter and a franchise existing on April 24, 2009, or between the provisions of this chapter and a lease of vacated right-of-way existing on April 24, 2009, the conflict shall be resolved by honoring the terms of the franchise or lease until it expires.
