1. In addition to complying with the requirements of Code of Iowa § 480.1 et seq., pertaining to One Call excavation notice system before the start date of any right-of-way excavation, each registrant, permittee, franchisee, licensee, or lessee who has equipment located in the area to be excavated shall be responsible to mark the horizontal and approximate vertical placement of all such equipment. All equipment installed underground shall be constructed in such a manner that it is able to be located.
2. Any registrant, permittee, franchisee, licensee, or lessee whose equipment is less than 20 inches below a concrete or asphalt surface shall notify and work closely with the excavation contractor in an effort to establish the exact location of its equipment and the best procedure for excavation.
