The regulatory provisions of this chapter shall apply to users and occupants of the right-of-way who fail to register as herein provided and required, and the Building Inspector shall enforce the regulatory provisions of this chapter as to such unregistered users and occupants; provided, the Building Inspector may, in his or her discretion, after the required date of registration for any user or occupant of the right-of-way, refuse to issue right-of-way permits to such unregistered user or occupant, and may refuse to recognize the status of such person as a user or occupant of the right-of-way.
