The granting of a moving permit shall be limited by conditions reasonable and proper for the protection of persons and property, including (but not limited to) the following:
1. Restrictions on the public streets or other public property over which the structure shall be moved.
2. Requirements of changes, alterations, or repairs to be made to the structure for the purpose of protecting the property of the City and its residents, to protect the public safety and the public welfare.
