Any person engaging in peddling, soliciting, vending; or in the business of a transient merchant; or food vending from a mobile food unit in the City without first obtaining a license as herein provided is in violation of this chapter. Fines for not obtaining a license are listed in the Schedule of Civil Penalties and Fees contained in the Appendix to this Code of Ordinances.
