No person shall park any vehicle or store other property on any property owned by the City, other than a street or alley, without the express authorization of the Council, Board, Commission or officer having lawful authority to supervise the use of the public property, except that a vehicle may be parked on an area designated for the use of public for the parking of vehicles.
