63.04 SPECIAL SPEED ZONES.
   In accordance with requirements of the Iowa Department of Transportation, or whenever the Council shall determine upon the basis of an engineering and traffic investigation that any speed limit listed in Section 63.02 is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of the City street system, the Council shall determine and adopt by ordinance such higher or lower speed limit as it deems reasonable and safe at such location. The following special speed zones have been established:

      1.   Special 10 MPH Speed Zones. A speed in excess of ten (10) miles per hour is unlawful in any of the following areas:
         A.   Union Park.
         B.   Any alley in the City.
      2.   Special 20 MPH Speed Zones. A speed in excess of twenty (20) miles per hour is unlawful on any of the following designated streets or parts thereof.
         A.   North 18th Street from 7th Avenue North to its intersection with 8th Avenue North.
         B.   8th Avenue North from 16th Street to 20th Street.
      3.   Special 25 MPH Speed Zones. A speed in excess of twenty-five (25) miles per hour is unlawful on any of the following designated streets or parts thereof.
         A.   Opportunity Drive from U.S. Highway 30 to the entrance of the Job Corps Center.
         B.   13th Avenue South from its intersection with South Main Street west to its intersection with South 8th Street.
         C.   12th Avenue South from its intersection with South Main Street east to its point of intersection with Donna Reed Road.
         D.   North 10th Street from Avenue C to the north corporate limits.

      4.   Special 30 MPH Speed Zones. A speed in excess of thirty (30) miles per hour is unlawful on any of the following designated streets or parts thereof.
         A.   Donna Reed Drive from U.S. Highway 30 south 600 feet.
         B.   Avenue C between its intersection with Highway 39 and its intersection with 7th Street.
      5.   Special 35 MPH Speed Zones. A speed in excess of thirty-five (35) miles per hour is unlawful on any of the following designated streets or parts thereof.
         A.   Highway 30 between its intersection with Highway 59/141 east to its intersection with Morningside Drive.
         B.   Ridge Road from its intersection with 26th Street to the corporate limits of the City.
         C.   7th Street between its intersection with Avenue C and its intersection with 4th Avenue South.
         D.   13th Avenue South between its intersection with South Main Street and its intersection with South 8th Street.

      6.   Special 40 MPH Speed Zones. A speed in excess of forty (40) miles per hour is unlawful on any of the following designated streets or parts thereof.
         A.   Donna Reed Drive from 600 feet south of U.S. Highway 30 to 1700 feet south of U.S. Highway 30.
      7.   Special 45 MPH Speed Zones. A speed in excess of 45 miles per hour is unlawful on any of the following designated streets or parts thereof.
         A.   Highway 39 between its intersection with Highway 59/141 to the north corporate limits.
         B.   Highway 30 from its intersection with Morningside Drive to its intersection with Donna Reed Drive.
      8.   Special 50 MPH Speed Zones. A speed in excess of fifty (50) miles per hour in unlawful on any of the following designated streets or parts thereof.
         A.   Highway 59/141 from the north corporate limits to the south corporate limits.
      9.   Special 55 MPH Speed Zones. A speed in excess of fifty-five (55) miles per hour is unlawful on any of the following designated streets or parts thereof.
         A.   Highway 30 from the west corporate limits to its junction with Highway 59/141.
         B.   Highway 30 from its intersection with Donna Reed Drive to the east corporate limits.
