No person shall drive any vehicle on any property owned by the City, other than a street or alley, without the express authorization of the Council, Board, Commission, or officer having lawful authority to supervise the use of the property, unless the motor vehicle is driven on a roadway designated for use by the public for driving of motor vehicles.
