60.04 POWER TO DIRECT TRAFFIC.
   A peace officer, and, in the absence of a peace officer, any officer of the Fire Department when at the scene of a fire, is authorized to direct all traffic by voice, hand or signal in conformance with traffic laws. In the event of an emergency, traffic may be directed as conditions require, notwithstanding the provisions of the traffic laws. If there is a need outside the normal staffing capabilities of the Police Department, including but not limited to school crossing supervision, the Chief of Police may direct a responsible third parties to perform traffic direction under the general supervision of a police officer.
