It shall be the duty of the Fire Department, under the Chief of the Fire Department, to take charge of all fire apparatus committed to its care, and in the case of an emergency call, to report to the place of the call with the apparatus and there work and manage the same under the direction of the Chief in the most effective manner, until the fire is extinguished or emergency is mitigated.
