(a) A user charge shall be levied on all users of the wastewater treatment works to provide funds necessary to pay for the cost of operation and maintenance of the treatment works to each user, or user class, in proportion to such users contribution to the total wastewater loading of the treatment works. Factors such as strength, volume, nature of pollutants, and delivery flow rate characteristics shall be considered and included as the basis for the user’s contribution to ensure a proportional distribution of operation and maintenance costs. The method to be used to establish the user charges for wastes within the limits of normal concentrations, as defined in Section 921.03, shall be as provided in this section. The method to be used to establish the extra strength surcharge for wastes in excess of normal concentrations shall be as provided in Section 921.08.
(b) The volume of wastewater from each user shall be subject to a user charge as follows:
(1) Charges for each quarterly billing during a calendar year shall be based upon the following values:
A. Previous year’s annual total operation and maintenance expenses (Cto), excluding those expenses attributable to debt service costs;
B. Previous years annual revenue from extra strength surcharges (CS);
C. Current total water subject to sanitary sewer charges (Qt);
D. Current administration and associated expenses for preparation and collection of billings (Cb).
(2) The user charge per 100 cubic feet shall equal the estimated total operation and maintenance expenses (Cto) plus the estimated administration and associated expenses for preparation and collection of billings (Cb) minus the estimated revenue from extra strength surcharges (Cs) divided by the estimated water consumption subject to sanitary sewer charges (Qt), in 100 cubic feet.

(3) Each consumer unit shall be billed quarterly and shall be subject to a minimum charge corresponding to a wastewater volume of 1000 cubic feet.
(4) User charges for wastewater volumes in excess of 1000 cubic feet per quarter shall be calculated pursuant to this subsection (b)(2) hereof.
(5) In the event of a master water meter serving more than one consumer, each consumer unit shall be subject to the minimum charge and be allowed a discharge of 1,000 cubic feet per consumer unit before additional volume charges shall apply.
(c) User charges levied pursuant to this section shall be billed pursuant to Section 921.10. Rates shall be established by the Auditor and adopted by Council.
