921.03 NORMAL CONCENTRATIONS OF WASTES.
   (a)   Users may discharge waste up to normal concentrations for the following parameters and will be billed according to Section 921.07 (normal billing):
      (1)   CBOD: 200 milligrams per liter;
      (2)   Suspended solids: 240 milligrams per liter;
      (3)   Phosphorus: 10 milligrams per liter;
      (4)   Ammonia: 25 milligrams per liter;
      (5)   Oil and grease: 150 milligrams per liter.
   (b)   Applicable concentrations shall be based upon average concentrations, weighted in proportion to volume of flow and determined during each billing period by the most practicable method possible. Should the average concentration of any constituent exceed the normal concentration provided in this section, a surcharge for each constituent so exceeded shall apply for the applicable billing period, in accordance with the provisions of Section 921.08.
