921.04 POLLUTANTS IN EXCESS OF NORMAL CONCENTRATIONS.
   (a)   Wastewater containing pollutants in excess of normal concentrations as defined in Section 921.03 shall be:
      (1)   Subject to prohibition of discharge into the wastewater treatment works; or
      (2)   Subject to pretreatment prior to discharge into the wastewater treatment works to comply with concentrations or amounts of pollutants established by the City and subject to payment of a surcharge pursuant to Section 921.08;
      (3)   Permitted to be discharged to the wastewater treatment works without pretreatment, subject to payment of a surcharge pursuant to Section 921.08.
   (b)   The City shall determine which of three alternates shall apply, based upon the volume and concentration of pollutants of the wastewaters involved.
   (c)   Charges for waste treatment pursuant to Section 921.08 shall apply to wastes that exceed normal concentrations as follows:
      (1)   CBOD: 200 milligrams per liter;
      (2)   Suspended solids: 240 milligrams per liter;
      (3)   Phosphorus: 10 milligrams per liter;
      (4)   Ammonia: 25 milligrams per liter;
      (5)   Oil and grease: 150 milligrams per liter.
