   (A)   The village considers it a matter of public safety to limit the parking in the downtown area of the village during certain hours of the day.
   (B)   No vehicle may be parked between Third Street on the North to the former railroad right-of-way on the South of Highway Avenue, De Land, Illinois, excepting head in angle parking where designated by painted lines.
