Any person, individual, municipality, or other entity who shall propose to do any of those things contained in § 155.01 shall make application for a permit through the Village Clerk upon forms to be supplied by the Village Clerk. The village shall, from time to time, enact resolutions concerning the content and form of said applications, and adopt such rules and regulations as may be necessary to effectuate the purpose of this chapter, and shall make the same available to individuals, firms, municipal corporations, and other entities desiring to do any acts which are subject to the provisions of this chapter.
