Any owner or driver of any vehicle for hire shall make a regular stand or stopping place in front of any building or premises in said village, except it be in front of his or her own premises, without the consent of the owner or occupant of such building or premises, or at a public stand authorized and designated by chapter, shall be guilty of a petty offense.
