Whoever shall, without the consent of the owner or occupant of the premises, post, put up, stick, or place any handbill, placard, showbill, or notice upon any building or fence, or shall cut, mark, scratch, deface, or otherwise injure any fence, gate, or railing within said village, or any part of such building, shall be guilty of a petty offense.
