Whoever shall willfully, maliciously, or negligently break, deface, injure, or destroy any property belonging to the state, county, or village, or any private property within the village, shall be guilty of a petty offense for which the minimum fine shall be $50, and shall also be liable for the costs of repairing the injuries committed, which may be recovered in the same suit or by a separate action.
