§ 90.21  UNSAFE SCAFFOLDS.
   Whoever shall erect or use, or shall cause or suffer to be erected within said village, any nuisance or unsafe scaffold, whereby the safety of persons thereon or passing thereunder may be in any manner endangered, shall be deemed guilty of creating a nuisance.
