§ 90.20  EXCAVATIONS.
   Whoever shall for any purpose dig or make any ditch, drain, excavation, or hold, in, across, or under any street, alley, sidewalk, or other public place within said village, and shall not, with all reasonable dispatch, refill the same and fix such street, alley, sidewalk, or place in as good condition as the same was found; or whoever shall, during the existence or continuance of any such ditch, drain, excavation, or hold, fail to have the same so watched, guarded, or protected as to insure the safety of all persons who may pass by or near the same shall be deemed guilty of maintaining a nuisance.
