(a) The Historical Preservation Review Commission shall determine whether or not proposed construction, reconstruction or alteration of exterior architectural features involved shall be appropriate to the preservation of an historical district. When the Commission determines that this criterion is met, a certificate of appropriateness will be issued.
(b) A certificate of appropriateness shall be issued by the Commission prior to the issuance of a building permit.
(c) A certificate of appropriateness shall be obtained for any new sign an applicant wishes to erect or place within an historical district.
(d) A certificate of appropriateness shall be obtained for landscaping performed in an historical district.
