163.02 PURPOSES.
   The purposes of the Historical Preservation Review Commission are as follows:
(a)    To study the problems and determine the needs of the City in furthering the restoration and preservation of the City's historical districts, landmarks or sites;
(b)    To determine what legislation, if any, is necessary to preserve, restore and develop the City's historical districts and to recommend legislation to Council; and
(c)    To process applications for certificates of appropriateness for changes in the external appearance of existing structures, for the design of new structures and for the demolition of landmarks and existing structures within designated historical districts, and to select and nominate historical districts or buildings to the National Register of Historic Places.
