(a) The Human Relations Commission shall consist of twelve members, all of whom shall be drawn from within a three-mile radius of the City's center. They shall be representative, insofar as is practical, of all segments of the community, as follows: religious, racial, educational achievement, labor, civic, management and governmental groups, and at least one from the Board of County Commissioners.
(b ) All members shall serve without compensation.
