(a) Council hereby authorizes the establishment of a separate fund which shall be known as the Fire and Rescue Service Donation Fund. This Fund shall be used to accept donations from residents who want to make a contribution to the Fire Division. Moneys in this Fund shall be used for the purchase and maintenance of equipment; for the training of personnel; and for the purposes of fire-fighting, fire prevention, rescue service, emergency transfer service and the handling of chemical spills and dangerous and hazardous materials.
(b) The Finance Director shall select an appropriate financial institution in the City in which to set up the Fund's moneys and shall invest such moneys in any manner approved by State law for municipal funds.
(c) The Fire Chief is hereby authorized to make withdrawals from the Fund for any expense or purchase that, in his or her judgment, is necessary for the Fire Division and consistent with the purposes set forth in subsection (a) hereof. All withdrawals shall be in accordance with then existing City rules and ordinances for vouchers, purchase orders and competitive bidding. (Ord. 4281. Passed 10-19-82.)
