The Mayor may invest any officer of the Fire Division or the Police Division with the power, and impose on him or her the duty, to be present at all fires, investigate their cause, examine witnesses and compel their attendance and the production of books and papers and do and perform all other acts as may be necessary to the effective discharge of such duties.
