Council may establish all necessary regulations to guard against fires and to protect the property and lives of the residents of the City against resulting damage and accidents and for that purpose may establish and maintain a Fire Division, provide for the establishment and organization of fire engine and hose companies, establish the hours of labor of the members of the Division and provide rules and regulations for its government as deemed necessary and proper.
