139.03 PRIVATE POLICE.
   Private police officers performing special duties for the benefit and at the expense of private persons or corporations may be commissioned by the Chief of Police, with the approval of the City Administrator, upon a showing of necessity by the persons or corporations. Applications for a commission as a private police officer shall not be considered by the Chief of Police or approved by the City Administrator until the applicant has paid to the Clerk of Council a fee of fifteen dollars ($15.00) for an original commission or a yearly renewal fee of five dollars ($5.00). The fees shall not be refunded if the commission is denied or revoked. Private police officers shall be subject to the orders of the Chief of Police and bound by the rules and regulations prescribed by the City Administrator and shall give bond to the City in the sum of one thousand dollars ($1,000). The commission of a private police officer shall be subject to revocation by the Chief of Police for cause.
   No person shall perform the duties of a private police officer without obtaining a commission as a private police officer.
