(a) There is hereby established the following divisions within the Department of Service and Safety:
(1) The Division of Building Inspection;
(2) The Division of Engineering;
(3) The Division of Parks and Recreation;
(4) The Division of Streets;
(5) The Division of Water;
(6) The Division of Water Pollution Control;
(7) The Division of Police; and
(8) The Division of Fire.
(b) Council may establish additional divisions as necessary and may determine the number of superintendents, deputies, inspectors, engineers, clerks, laborers and other persons necessary for the execution of the work and the performance of the duties of the Department.
